Estonia Detains Tanker for Flying False Flag

Muuga Bay, Estonia – On Friday, April 14, 2025, the Estonian government detained a tanker identified as the Kiwala for operating under a false flag. This event marks a significant action against what has been described as Russia’s "shadow fleet," as it is the first instance of such a measure being taken by a Baltic country.

Kristjan Truu, the director of Estonia's Maritime Department of the Transport Administration, reported that the Kiwala has been flagged for a total of 40 deficiencies. Out of these, 23 are related to documentation issues, while the remaining concerns revolve around the vessel's seaworthiness. The ship will not be permitted to continue to the Russian port of Ust-Luga until these issues are resolved.

The Kiwala had falsely claimed to be flying the flag of Djibouti. However, Djibouti has since clarified that the tanker was officially de-registered on January 1, 2025. This revelation underscores the vessel’s lack of legitimate registration and raises questions regarding its operational status.

Currently owned by Tirad Shipping, based in Mauritius, the tanker has been associated with various international interests, including ties to Chinese entities. Previously, it was owned by India's Gatik Ship Management, a company known for transitioning Russian oil supplies amidst ongoing sanctions against Russia.

At present, the Kiwala is anchored in Muuga Bay and is under the close observation of the Estonian Navy, ensuring compliance with maritime regulations and international sanctions.

This incident highlights Estonia's ongoing efforts to monitor and control illicit maritime activities in its waters, as well as its commitment to uphold international maritime laws and regulations.
