Sweden Unveils Historic Military Rearmament Plan
By Atle Staalesen | March 27, 2025
Sweden's Prime Minister Ulf Kristersson announced on March 26 a major military rearmament plan, marking the country's most significant defense initiative since the Cold War. In response to a changing global security landscape, Sweden aims to increase its defense spending to 3.5% of its Gross Domestic Product (GDP) by 2030. This commitment reflects a strategic shift in defense policy aimed at bolstering national security and defense capabilities.
Key Details of the Rearmament Plan
The plan involves a substantial investment package of approximately 300 billion SEK (€27 billion), financed by loans. Kristersson highlighted the urgency of this initiative in light of current geopolitical tensions, stating, "Sweden and Europe are facing an entirely new security environment." The specific details of the investment package were communicated just one day before Kristersson's scheduled trip to Paris for discussions concerning the ongoing situation in Ukraine.
The rearmament package has been developed in collaboration with the Sweden Democrats, a far-right political party in the country. It includes a commitment of 25 billion SEK (€2.31 billion) for the purchase of new defense equipment starting in 2025. Deliveries are set to be completed between 2026 and 2028, and will encompass a range of military assets, including air defense systems, drones, rocket artillery, personal protective equipment, and ammunition.
Increased Support Against Hybrid Threats
In addition to traditional military enhancements, Sweden is focusing on strengthening its defense against hybrid threats. An investment of 96 million SEK (€8.86 million) will support initiatives in 2025 aimed at enhancing the capabilities of the Swedish Coast Guard, the Swedish Civil Contingencies Agency, and the Psychological Defence Agency. This funding is intended to equip these authorities to effectively counter hybrid threats in maritime and cyber domains.
Furthermore, Sweden is increasing its military support for Ukraine, raising its budget from 25 billion SEK (€2.31 billion) to 40 billion SEK (€3.69 billion) in 2025. This additional funding of 15 billion SEK is aimed at enabling Ukraine to enhance its defensive capabilities at a crucial time.
Focus on Northern Sweden
A significant component of Sweden's rearmament strategy will be dedicated to enhancing military presence in the northern regions of the country. Two new mechanized brigades specializing in subarctic warfare will be established, with one brigade based in Boden and the other in Skövde. These brigades are expected to be operational by 2028, further enhancing Sweden's military capability in its northern territories.
Sweden's proactive military modernization demonstrates a commitment to adapting to new security challenges while solidifying its military stance in response to evolving threats. As the nation prepares for a future shaped by geopolitical shifts, the government emphasizes the importance of strong defense measures both at home and in support of international allies like Ukraine.
